The Philippine Government Electronic  Procurement System (PhilGEPS) is pleased to inform you of President Noynoy Aquino’s issuance of Administrative Order No. 17 on July 28, 2011 (click http://www.gov.ph/2011/07/28/administrative-order-no-17-3/) to view the Administrative Order).  This executive issuance mandates all government agencies to utilize the Procurement Service in purchasing their common office supplies requirements and post all their procurement activities in the PhilGEPS.  It reiterates the provisions of the Government Procurement Reform Act (R.A. 9184) on the use of the Procurement Service and the PhilGEPS and strengthens the two organizations with the objective of further streamlining the government’s procurement process and promoting transparency and accountability.

As a registered supplier in the PhilGEPS, this is an important law as you are now assured that the government is conducting its procurement activities with more efficiency and transparency.  This also translates to having more significant and extensive information on where and how taxpayers’ money and other government funds are being used.  Moreover, as more functionalities are made available in the PhilGEPS, the country moves forward into e-GP or electronic government procurement, making the purchasing function in tune with best practices worldwide and efficient for both government buyers and suppliers.

AO 17 is a law that paves the way for public servants and partners in the private sector like you to take the “Daang Matuwid” as envisioned by President Noynoy.  We hope that as a valuable stakeholder in the PhilGEPS, you will gladly join us in making his vision a reality.
